Here is my take on it.

When a commenter writes a lengthy comment, those words add to the existing content and should help the content of the page. It should really help if the content is relevant to the post.

Even though the comments were off topic to the post, now John has unique content not found anywhere else on the web. Maybe even controversial content. He also has a question raised and answered about the safety of indoor tanning. He also had some regular readers telling the commenter to back off. More content.

Ideally the comment/content should be on topic, but any lengthy text that is original should be a benefit to the blog.
